On 15 June 2015, the Audiovisual Media Authority (Autoriteti i Mediave Audiovizive - AMA) issued a press release, stating that due to various factors it was impossible for Albania to meet the deadline for the digital switchover. The Albanian public broadcaster Radio Televizioni Shqiptar (RTSH) signed a contract with the German company Rohde & Schwarz on 19 March 2015. In November 2014, the Council of Europe office in Albania published the findings of an assessment on the independence and functioning of the Audiovisual Media Authority (AMA) in Albania. On 4 December 2014 the Parliament elected in a plenary session five members of the Steering Council of the Public Broadcaster Radio Televizioni SHqiptar (RTSH.)
