On 27 January 2014 the Audiovisual Media Authority (AMA) approved the Broadcasting Code for audiovisual media operators. According to the regulator, the Code is meant “as a step to further complete the legal and sublegal framework for the monitoring and controlling of radio and television stations’ activity.” The Broadcasting Code further specifies the guiding principles regarding content of audiovisual media laid out in the Act on Audiovisual Media No. 97/2013 approved in March 2013 (see IRIS 2013-8/9). On 4 March 2013, the Albanian Parliament approved Law 97/2013 “On Audiovisual Media in the Republic of Albania” after several years of discussion and stagnation. This law aims to harmonise Albanian media legislation with the Audiovisual Media Services Directive (2010/13/EU - AVMSD) of the European Union and in order to respond to the realities of the audiovisual media sector. On 29 March 2013, the Këshilli Kombëtar i Radios dhe Televizionit (National Council of Radio and Television - KKRT) proposed the draft of a Charter on Child Protection in Media Coverage (“Charter”). According to KKRT’s public statement, the objective of the charter is to draw attention to children’s rights and the respective responsibilities of media representatives. On 30 January 2013, the Parliamentary Commission on Education and Public Information completed the discussion of all articles of the audiovisual media services bill. The new act will replace the Act No. 8410 “On Public and Private Radio and Television.” The debates on the amendment of the existing law have been ongoing since 2007.
