On 11 September 1971 a Co-Production Agreement was signed between France and Bulgaria. It entered into force on 5 November 1972. The Agreement applies to cinematographic works made by one or more French producers in conjunction with one or more Bulgarian producers. On 16 March The Director General of Bulgarian National Television (BNT) was dismissed by the Council of Electronic Media (CEM). The CEM took this decision with the support of only 5 of the 9 members of the Council and it was publicly announced that the legal department of the Council did not support the decision either. In Bulgaria, the Act concerning the Film Industry came into effect on 5 December 2003. The act, which had been passed by the parliament on 19 November 2003, for the first time lays specific legal foundations for the film industry for the first time.
