With the enactment of the Radio and Television Act of 1996 (RTA) ( see IRIS 1996-9: 11), which came into force 1 December 1996, Sweden got a cohesive set of provisions regulating all transmissions of sound radio and television programmes which are directed to the Swedish public and intended for reception using technical aids. A section 177 order which proscribes Eurotica Rendez Vous came into force at Friday 11 September 1998. It is now a criminal offence to supply dedicated equipment ( e.g., smartcards) and programme material, advertise for or on Eurotica Rendez Vous, or to provide any other service in support of the channel within the UK. On 9 September 1998 the Committee of Ministers of the Council of Europe adopted a protocol amending the European Convention on Transfrontier Television of 1989 which aims to enhance the free exchange of information and ideas by providing a legal framework with commonly-agreed basic standards for the free circulation of transfrontier television programmes in Europe. On 29 June, the Council of the European Union adopted the Directive on a Transparency Mechanism for Information Society Services. The Directive's key aim is to safeguard against a fragmentation of the Single Market and to avoid the creation of new regulatory barriers. The Directive, which must be transposed into national law within one year, will require national legislators to notify to the Commission draft national rules that concern Information Society services.
