IRIS 1996-8:1/8 State of Signatures and Ratifications of the European Convention on Transfrontier Television: first update (until 4 September 1996)

In IRIS 1996-5: 10 we published an overview of the state of Signatures and Ratifications of, inter alia , the European Convention on Transfrontier Television, on 1 May 1996. We reported that Hungary signed this Convention on 29 January 1990. In the meantime, Hungary also ratified the Convention. Ratification took place on 2 September 1996, which means that the Convention will enter into force for Hungary on 1 January 1997. The instrument of ratification was accompanied by a Reservation and a Declaration. Both are available from the Observatory in English or French, upon request.

In IRIS 1996-1 : 14 and 1996-3 : 15, we reported on the coming into force of the new Hungarian Radio and Television Act of 1 February 1996. The act means that Hungary too now has a dual broadcasting system. In IRIS 1996-1:14 it was reported that the Hungarian law on radio and television had been adopted by the Hungarian Parliament on 21.12.1995. On 12.01.1996 the law was signed by the Hungarian President Arpad Göncz. The law, which came into force on 1.02.1996, introduces the dual system in Hungary, putting an end to the era of state-controlled broadcasting. In the past, Europe Agreements were concluded establishing an association between the European Communities, of the one part, and Bulgaria, Hungary, Poland, Romania and the Czech Republic respectively, of the other part ( see: IRIS 1995-2: 4). The "Law on Radio and Television", often called the Media Law has been accepted by the Hungarian Parliament by a majority of 264 against 31 votes. (21st December 1995.) Of the six parties of the House, only the Smallholders voted against the law, the Christian Democrats did not vote.
