The HRTL company, consisting of the German RTL company and Croatia's Agrokor, Podravka, Atlantic Group, HVB/Splitska Bank, and Pinta TV3, has been given a 10-year concession for nation-wide television broadcasting in Croatia. HRTL was selected from among seven candidates by the Croatian Radio and Television Council, which chose HRTL's bid at a session on 16 September 2003. The Croatian Government adopted the final draft of the new Law on Hrvatska Radiotelevizija (Croatian RadioTelevision - HRT) on 23 January 2003 and passed it to the Croatian Parliament (regarding the description of the organisational structures see in detail IRIS 2003-1: 10). HRT will be obliged to fill its programming with more than 55% of documentaries and other programmes in the Croatian language, while at least 50% of the remaining programme material must be of European origin. The South Eastern Europe Cinema Network (SEE) was set up in 2000 on the initiative of the Greek Film Centre (a state-owned organisation attached to the Greek Ministry of Culture). On 9 December 2002, the Vijece za radio i televiziju ´ (Council for Radio and Television) called for a public tender to allocate the third frequency currently used by Hrvatska radiotelevizija (Croatian RadioTelevision - HRT) to a private broadcaster (see IRIS 2002-10: 9). On 5 December 2002 the Croatian Government proposed a Draft Law on Hrvatska Radiotelevizija (HRT - Croatian RadioTelevision) and introduced the legislative procedure by forwarding it to the Croatian Parliament. The draft Law determines that HRT should form one integral public institution instead of two as envisaged by the current Law, but shall be split into three organizational units: Television, Radio and Music Production.
