The launch of this year's season of the reality show "Big Brother" by the private station Prima TV led to intervention by the Consiliul National al Audiovizualului (National Audio-Visual Regulatory Agency, CNA) after some sex scenes had been broadcast. In March 2004 the CNA fined Prima TV twice (CNA resolutions of 16 and 26 March respectively). The first fine amounted to ROL 200 million and the second to ROL 500 million (exchange rate: 1 Euro equals ROL 40,700). Decision No. 274 of the Consiliului National al Audiovizualului (National Audiovisual Council, the supervisory body for electronic media in Romania CNA) of 25 September 2003 on correct public information (see IRIS 2003-10: 15) was amended and completed at the end of 2003. In mid-January the Consiliul National al Audiovizualu, lui (National Audiovisual Council CNA) imposed fines on two television broadcasters for breaches of regulations designed to protect minors. The two private broadcasters, Antena 1 and Pro TV, had both broadcast video footage in their TV magazine programmes of a young person committing suicide. The new Film Act adopted in Romania on 27 November 2002 not only introduced new regulations on every aspect of the organisation, funding and production of films; one of its main aims was also to encourage private initiative in the area of national film production while at the same time making Romania attractive for foreign film producers interested in co-productions (see IRIS 2003-2: 13).
