IRIS 2005-2:1/36 [PL] Adoption of the Act on National and Ethnic Minorities | |
On 6 January 2005 the Polish Parliament adopted the Act on National and Ethnic Minorities and on Regional Language. Subsequently, on the following day the Act was sent to the President for signature. Minorities' rights are already recognized in the Polish Constitution, in ratified international conventions and bilateral treaties, as well as in other national legal acts. The new Act introduces several important provisions, among them those relevant for public service broadcasters' (PSB) obligations towards national and ethnic minorities. On 6 July 2004 the National Broadcasting Council adopted its standpoint referring to the future of the European regulatory audiovisual policy in the light of the European Commission´s Communication on this topic (COM(2003)784 final). Subsequently, this position was sent to the Minister of Culture. Based on this proposal the European Committee of the Council of Ministers adopted the standpoint of Poland on 30 July 2004. On 5 June 1970 a Co-Production Agreement was signed between France and Poland. It entered into force on 28 October 1970. The Agreement applies to cinematographic works made by French directors, technicians, and actors, in conjunction with Polish directors, technicians, and actors; sufficing also them having the status of resident in the respective country. The legal framework for broadcasting activities consists of more than only the Broadcasting Act. There are e.g. regulations issued by the National Broadcasting Council, the Press Law, and some other specific provisions. Also the Telecommunications Law contains regulations relevant for broadcasters.
