At the end of August, the Royal Norwegian Ministry of Cultural Affairs published revised rules for the support of Norwegian national film production. In a decision of July 16, 1998, the Oslo byrett (Oslo magistrate's court, the court of first-instance) prohibited the Internet news service Nettavisen from continuing the practice of compiling its guides to cinema and dining out from the review ratings given by three Oslo newspapers. On 19 June 1998, Norway ratified the European Convention concerning copyright and neighbouring rights issues for cross-border satellite broadcasting. The Convention was opened up to signature on 11 May 1994. It covers satellite broadcasting of radio and television programmes. It attempts to solve the problems encountered by right holders of programmes or other formats transmitted by satellite. The German Government and the European Commission together organised a European Ministerial Conference on "Global Information Networks: Realising the Potential" in Bonn from 6 to 8 July 1997. IRIS 1997-7:1/19 [NO] Amendment of Broadcasting Regulation

The recently amended Norwegian Broadcasting Regulation has entered into force. The new set of rules replaces several former provisions and unites all rules relating to broadcasting in one single Regulation. The amended Broadcasting Regulation implements the Directive on `Television Without Frontiers' in more detail than before.
