IRIS 2003-8:1/38 [LI] E-Commerce Act in Force

On 12 June 2003, the Gesetz über den elektronischen Geschäftsverkehr (E-Commerce Gesetz - ECG, the E-Commerce Act) entered into force. The Act transposes Directive 2000/31/EC on electronic commerce (see IRIS 2000-5: 3) into national law. The Directive became binding on Liechtenstein through its incorporation into the Agreement on the European Economic Area (EEA). The Liechtenstein E-Commerce Act is modelled on the corresponding Austrian implementation measures under the E-Commerce Directive (see IRIS 2002-3: 12). IRIS 2003-5:1/3 European Commission against Racism and Intolerance: Media Provisions of Six New Reports on Racism

The European Commission against Racism and Intolerance (ECRI) recently made public six new reports as part of the second cycle of its monitoring process of the laws, policies and practices to combat racism in the Member States of the Council of Europe. Each of the reports (Andorra (CRI (2003) 2), Azerbaijan (CRI (2003) 3), Liechtenstein (CRI (2003) 4), Lithuania (CRI (2003) 5), Moldova (CRI (2003) 6) and Sweden (CRI (2003) 7)) contains provisions on the media. IRIS 1999-9:1/6 Council of Europe: European Convention on Transfrontier Television

Liechtenstein and Slovenia ratified the European Convention on Transfrontier Television on 12 and 29 July 1999 respectively. The Convention came into effect on 1 November 1999 in both countries. Albania also signed the Convention on 2 July 1999. On ratification, Liechtenstein and Slovenia at the same time accepted the amending protocol to the Convention. Switzerland announced that it would apply the protocol on a temporary basis until it finally comes into effect (see IRIS 1999-4: 3 und IRIS 1999-9: 4).

IRIS 1997-8:1/1 European Ministerial Conference: European Ministers Adopt Declaration on Global Information Networks

The German Government and the European Commission together organised a European Ministerial Conference on "Global Information Networks: Realising the Potential" in Bonn from 6 to 8 July 1997. It ended with the adoption of a declaration, signed by participating ministers from EU, EFTA and Central and Eastern European countries, as well as Cyprus. IRIS 1995-8:1/16 EFTA Court: Advertising Freedom Acknowledged

In its advisory opinion of 16 June 1995, the EFTA Court has ruled that the «Television without Frontiers» directive (89/552/EEC of 3 October 1989) - which is integrated into the EEA Agreement - must be interpreted as precluding a general prohibition imposed on an advertiser, whereby he is prevented from showing an advertisement contained in a television programme of a broadcaster established in another EEA State.
