On 19 January 2016, new amendments to the Latvian Electronic Mass Media Law (EMML) came into force. The amendments have been adopted by Saeima (the Latvian Parliament) on 17 December 2015. The amendments are substantial, as they introduce new concepts in the EMML, supplement the list of must-carry provisions, and supplement the conditions on which the Latvian regulatory authorities may suspend broadcasts and on-demand services from other countries, including European Union countries. The audiovisual regulatory authority (Conseil Supérieur de l’Audiovisuel - CSA) has published its response to the European Commission’s consultation on the Audiovisual Media Services Directive (AMSD) - ‘A media framework for the 21st century’. This contribution to the current consideration of the evolution of Europe’s audiovisual framework highlights the need to extend the perimeter of the Directive to include digital intermediaries to which a set of suitable rules would be applied. The Supreme Rada adopted on 14 May and the President of Ukraine Petro Poroshenko signed into force on 4 June amendments to the 1996 Law on Advertising (see IRIS 1997-1/20) and 2006 Law on Broadcasting (see IRIS 2006-5/34) that affect some foreign broadcasters. The amendments enter into force on 5 August 2015. On 25 March 2015, the Broadcasting Authority of Ireland published its new Guidelines in Respect of Coverage of Referenda. The Guidelines set out rules and advice for broadcasters in their coverage of two referenda set to take place in May 2015 (the first proposing allowing same-sex marriage and the second proposing a reduction in the age of eligibly for presidential candidates). On 3 March 2015, the Commissariaat voor de Media (Dutch Media Authority - CvdM) published its decision of 3 February 2015 with regards to the application of Netflix as a commercial on-demand audiovisual media service. In this decision, the Dutch Media Authority accepted Netflix’s application. The result is that Netflix is, from now on, supervised by the Dutch Media Authority in Europe and should adhere to the Dutch Media Act (Mediawet 2008).
