National legislation on certification services with regard to electronic signature (Electronic Signature Act - SCSE) adopted by the Federal Parliament on 19 December 2003 came into force on 1 January 2005 (see IRIS 2001-7: 11 and IRIS 2000-10: 9). The new legislation is in line with the regulations in force in the European Union (see IRIS 2000-1: 5 and IRIS 1999-7: 10), and its purpose is to facilitate commercial transactions carried out electronically and to create conditions that guarantee security. Representatives of the Governments of the Swiss Confederation and the French Republic signed a new agreement on film co-production on 7 December 2004. The agreement replaces the one that was adopted in 1977 and revised in 1986. France is Switzerland's main partner in film production. Over the last four years, the two countries have co-produced 30 cinema films, which represents 40% of all international film co-productions in which Switzerland has been involved during that period. On 15 May 1990 a Co-Production Agreement was signed between Italy and Switzerland. It entered into force on 23 December 1993. The Agreement applies to full length and short films, made by Italian and Swiss producers jointly. Screen writers, technicians, and actors must be Swiss or Italian nationals or must have been resident in the respective countries for at least the last 3 years. On 22 June 1977 a Co-Production Agreement was signed between France and Switzerland. It entered into force on 20 September 1978. Now in summer 2004, a new Agreement is being discussed. The 1977 Agreement applies to cinematographic works of any length, made by one or more French producers in conjunction with one or more Swiss producers. On 6 June 1984 a Co-Production Agreement has been signed between Germany and Switzerland. It entered into force on 28 February 1986. Those involved in the making of the film must be Swiss/residents in Switzerland, and Germans/residents in Germany respectively. Producers from third countries can join the co-production, if their country is linked to Germany or Switzerland by a films co-production agreement.
