IRIS 1996-10:1/32 [RO] New directions for the National Audiovisual Council

Since September 1995, the National Audiovisual Council (NAC) has adopted a three-prong approach, in line with the recent economic and political developments within the audio-visual sector.Firstly, in view of the local elections of June 1996 and the general elections of November 1996, the NAC made the final additions to existing legislation so as to provide better guarantees for the application of the broad principles laid down by the constitution and the law (equal broadcasting time, regulation of opinion polls, etc.) with regard to broadcasting of electoral campaigns. Romanian and foreign observers...

IRIS 1996-8:1/17 [RO] A copyright law goes through

Tuesday 26 March 1996 saw the promulgation of the law on copyright and neighbouring rights. The law first of all sets out the subject, the object, the content, the duration of the copyright, the limits and the conditions for the transfer of the rights and then goes on to lay down the fields of application : computer programmes, literary works, artistic and patrimonial works and audio-visual programmes. The new channel will be run by the winner of the tender put out by the regulatory authority, the results of which will be made known by the end of the month. Private television companies have had to make do so far with broadcasting locally, despite the efforts undertaken by SOTI to set up a nation-wide network. SOTI's attempt met with failure and the company had its broadcasting licence revoked by the NAC, leaving...

IRIS 1995-8:1/27 [RO] New Rules for Cable Broadcasting

As law n° 48/1992 on the audio-visual sector fails to adequately cover a large number of points within the sector in Rumania, the decisions of the National Audiovisual Council (N.A.C.) have assumed considerable importance. This is particularly true for cable broadcasting, especially in the light of an ambitious decision taken by the regulatory authorities to overcome the shortcomings of article 21 of the framework law. Cable broadcasting has undergone extremely rapid development in eastern European countries since 1991, but this growth has shown up the legislative weaknesses, which have led to...
