IRIS 2000-4:1/19 [RO] Public Television Has To Cancel Short-Term Employment Contracts

By its decision on 3 April 2000 the Tribunalul Municipiului Bucuresti (The Court of Bucharest) ruled that Romanian public service television (SRTV) must change short-term employment contracts, issued to staff in 1999, back into long-term ones. When new managers took over Romanian public service television (SRTV) in 1999, this had the effect of bringing about not only a far-reaching reform and restructuring of the channel, but also a shake-up in the editorial team. A series of tests and competitions was carried out in order to select the best journalists for the channel's strategies for the next...

It was suggested to the programme directors that programme content had been tasteless, vulgar and even obscene. Another reason for the CNA's comments was the appearance on...

By enacting an emergency decree which amends and supplements Legea audiovizualului (the Audiovisual Act) no. 48/1992, the Romanian government has introduced an important new regulation primarily concerning private operators. The period of validity of licences was lengthened by two years. This means that, in the radio sector, licences are now valid for 7 years, while those for television broadcasters will, in future, last for 9 years. The validity of licences granted by the Audiovisual Council since 1992 has been extended accordingly.

In December 1998 the amendments to the Audiovisual Act No.48/1992 ( Lege pentru modificarea si completarea Legii audiovizualului nr.48/1992) were approved by Parliament. The amendments were essentially aimed at completing the Act in order to promote European productions. The new provisions of the Act stipulate that public and private television companies in Romania have until 1 January 2003, as far as possible, to gradually give greater priority to European audiovisual productions until they represent the majority of programmes broadcast, excluding air time devoted to news and sports programmes,...
