IRIS 2002-4:1/33 [RO] Advertising Act Amended

On 21 February 2002, the Consiliul National al Audiovizualului (CNA), which monitors the electronic media in Romania, published a Decision "on the amendment and completion of Audiovisual Council Decision no. 65/2000 on the application of rules on advertising, teleshopping and sponsorship in the electronic media". The proposed amendments mainly deal with self-promotion and teleshopping: "Self-promotion is not profitable and is strictly limited to the publicising of certain programmes to be shown by the broadcaster concerned or by any other broadcaster owned by the same licence-holder. It is not...

IRIS 2002-3:1/20 [RO] Audiovisual Act to be Amended

Act 48/1992, which currently regulates the audiovisual market in Romania, is to be replaced in the second half of this year. The provisions of the new Bill, drawn up by the Ministerul Comunicatiilor si Tehnologiei Informatiei (Ministry for Communication and Information Technology - MCTI), created a fair amount of controversy among the parliamentary specialist committees in February. The proposed regulations are designed to cut bureaucracy (the number of different stages or levels of approval in the award of licences for the electronic media is to be cut from four to two) and conform with the relevant...

IRIS 2002-2:1/24 [RO] CNA Sets Out Plans for 2002

The Romanian supervisory authority for electronic media, the Consiliul National al Audiovizualului (CNA), set out its main plans for 2002 in a press release issued on 17 January 2002. The main priority for the CNA in 2002 will be to monitor provisions for the protection of minors. The reason for this is a noticeable trend that emerged last year, with TV stations frequently broadcasting films containing scenes of horror, violence or sex in prime-time slots. These films should only have been shown after 10 pm with an appropriate warning. In this context, the CNA is urging broadcasters to ensure...

IRIS 2002-2:1/23 [RO] Public-Service Broadcasting Administrative Board Dismissed

On 12 December 2001, the Romanian Parliament dismissed the Consiliul de Administratie (administrative board) for public-service broadcasting. In a joint parliamentary decision agreed at a joint session, the Senate and the House of Representatives rejected the administrative board's report for the year 2000 because of alleged irregularities. The decision was taken on the basis of a report by a committee of experts. Under Article 46.7 of Act no. 41/1994 on the organisation and functioning of Romanian radio and television corporations, the rejection of the annual report leads automatically to the...

IRIS 2002-1:1/21 [RO] Aggressive Father Christmas

In early December 2001, the Romanian supervisory authority for the electronic media, the Consiliul National al Audiovizualului (CNA), criticised a mobile telephone advertisement and, in a communiqué, condemned its makers for disparaging the image of Father Christmas. The TV commercial, which was produced in Romania by a mobile phone company publicising a special offer for the month of December, depicted three Father Christmases who, as "kung fu experts", fought with each other for the chance to hang their own mobile phone on the Christmas tree. After a few blows were traded, the "strongest" of...
