On 3 May 2011 the Consiliul Naţional al Audiovizualului (National Council for Electronic Media - CNA) issued Instruction No. 1 concerning the broadcasting of non-commercial messages. The Audiovisual Code (see IRIS 2010-9/34, IRIS 2011-4/31 and IRIS 2011-5/38), adopted by CNA-Decision no. 220/2011, allows in Section 10 the broadcasting of non-commercial messages, which are not included in the legal maximum time of advertising (8 minutes/hour for public stations, 12 minutes/hour for commercial stations). On 7 June 2011 the Chamber of Deputies, the lower Chamber of Romania's Parliament, rejected a draft law for dubbing films instead of subtitling them, with five votes for the project, ten abstentions and 277 votes against the draft. The Draft Law projected to change and complete the Legea Audiovizualului nr. 504/2002 (Audiovisual Law no. 504/2002), proposed by four Deputies of PD-L (Democrat-Liberal Party, the main ruling party), was tacitly adopted by the first chamber of the Romanian Parliament, the Chamber of Deputies (see IRIS 2011-4/31). The Consiliul Naţional al Audiovizualului (National Council for Electronic Media - CNA) published on 18 April 2011 its Annual Report for the year 2010 (see inter alia IRIS 2010-1/38 and IRIS 2010-9/34). The CNA awarded in 2010 a total of 102 audiovisual licenses (four for radio, 17 for television and 81 for electronic communications networks), 40 audiovisual licenses were extended (35 for radio, five for television) and 57 transferred. In 2010 the Council imposed 388 sanctions, including 142 fines, for audiovisual legislation infringements. The sanctions amount to RON 1,923,000 (EUR 456,800). The... |
