On 26 October 2005 the Saeima (Parliament of the Republic of Latvia) adopted amendments to the Act on Press and Other Mass Media. This Act is one of the first Laws adopted in Latvia after the regain of independence. It was adopted on 20 December 1990 and is still in force as the general Law applicable to all kinds of mass media. This Act is also the only Law regulating the printed media, as the electronic media are governed by the special Radio and Television Law as well. On 5 December 2005, the Landeszentrale für Medien und Kommunikation (Regional Media and Communications Office - LMK) of Rheinland-Pfalz imposed a fine of EUR 12,000 against an Internet Service Provider. In the LMK's opinion, the ISP had offered users paedophile content, thus breaching the provisions of the Jugendmedienschutzstaatsvertrag (Inter-State Agreement on Youth Protection in the Media - JMStV). On 29 September 2005 the representatives of the Magyar Reklámszövetség (Hungarian Advertising Association - MRSz), the Önszabályozó Reklám Testület (Hungarian Advertising Self-regulatory Board - ÖRT)-thetwo main self-regulatory organisations of the national advertising industry - and of further 20 professional associations involved in matters of advertising -- signed the amendment to the Magyar Reklámetikai Kódex (HungarianCode of AdvertisingEthics). The Commission for Youth Media Protection (KJM) has for the first time positively evaluated two partial solutions to age verification systems (AVS) for securing closed user groups on the Internet as defined by § 4 paragraph 2 line 2 of the Youth Media Protection Treaty. (JMStV). The modules are based on the plans of “fun SmartPay AVS” of fun communications ltd and “Identity Check with Q-Bit” of the SCHUFA Holding AG (an organisation involved with loans).
