IRIS 2017-8:1/18 [FR] Considerations on rules for advertising on television

On 19 July 2017, when it examined the possibility of extending the authorisation to broadcast granted to the television channel TF1, the national audiovisual regulatory authority (Conseil Supérieur de l’Audiovisuel - “CSA”) announced that it was allowing the group’s request that the general rules governing advertising spots laid down by decree in 1992 should apply: the relevant Decree authorises commercial breaks during television news programmes that last more than thirty minutes. This would make it possible to introduce advertising, but observing the present limit of twelve minutes of advertising...

IRIS 2017-8:1/9 [BE] New audiovisual legislation in Brussels

It is sometimes forgotten than Belgium’s complex institutional organisational structure in respect of audiovisual matters is not made up only of the country’s three linguistic communities (the French-, Flemish- and German-speaking sections of the population). A few areas of responsibility have been retained by the federal (that is to say, national) authorities; these include audiovisual matters in the bilingual region of Brussels-Capital - an area that is home to nearly 1.2 million people; Brussel’s French- and Flemish-speaking communities do have some responsibilities, but only with regard to...

The political parties concerned are the two main political parties represented in the House of Representatives during the last legislature, namely the Labour Party (the party in government) and the Nationalist Party (the party in opposition), and the smaller parties, these being the Green...

IRIS 2017-7:1/18 [FR] Rules on audiovisual election propaganda revised

Emmanuel Macron’s success in the presidential election on 7 May 2017 has added further fuel to the challenging of the principles of audiovisual regulation and observance of political diversity in the media. With the prospect of the parliamentary elections on 11 and 18 June 2017, the national audiovisual regulatory authority (Conseil Supérieur de l’Audiovisuel - CSA) issued a decision on 23 May 2017 laying down the total broadcasting times allocated to each political party or grouping for the upcoming parliamentary elections, and specifying their number and duration. Contesting the amount of time...
