Advertising on television for literary works, the cinema, the press and distribution sector is at present prohibited by Article 8 of the Decree of 27 March 1992. The state secretary for Education, Culture and Science has answered the questions of members of the Lower Chamber of Parliament concerning the proposal for the Concession Act (IRIS 1999-8: 11). The Conseil supérieur de l'audiovisuel (the regulatory body for the audiovisual sector in France - CSA) recently fined the public-sector channels France 2 and France 3 for failing to abide by Articles 8 and 9 of the Decree of 27 March 1992 that prohibit firstly advertising on television for beverages containing more than 1.2% alcohol and secondly surreptitious advertising.
