In the context of its ongoing review of the European Convention on Transfrontier Television (ECTT), the Standing Committee on Transfrontier Television recently oversaw a public consultation process concerning the ECTT's provisions on advertising, sponsorship and tele-shopping (Articles 11-18). The consultation was initiated in October and concluded on 31 December. The basis for the consultation was a discussion document prepared by the Delegate of Austria; submissions were to focus on questions on which consensus had not yet been reached within the Standing Committee. On 10 September 1997 a Co-Production Agreement was signed between Italy and Spain. It entered into force on 3 June 1998, replacing the precedent Agreement of 5 November 1966. The Agreement applies to feature films, animated films and documentaries. The producers must belong to a Member State of the European Union. Producers from third countries may join. Financial participation shall be at least 20%, in the case of multilateral co-productions at least 10% of the total cost of the film. On 24 April 1968 a Co-Production Agreement was signed between Austria and Italy. It entered into force on 1 July 1968. The Agreement applies to full length films and to short films which are artistically or culturally significant and made by Austrian and Italian producers jointly. Producers from third countries may join the co-production, if their country is linked to Austria or Italy by a films co-production agreement. On 6 October 2004, the Communications Authority AGCOM (Autorità per le garanzie nelle comunicazioni) decided to amend the regulation concerning commercial advertising, in particular the provision concerning the insertion of advertising during the broadcasting of football games. The Romanian regulatory body for electronic media, the Consiliul Na,tional al Audiovizualului (CNA), has amended the regulations on advertising, sponsorship and teleshopping (CNA decision no. 123/2003, published in the Romanian Official Gazette no. 479 of 4 July 2003) by decision no. 254 of 5 July 2004 (Decizia CNA privind publicitatea, sponsorizarea ,si teleshoppingul).
