By Presidential Decree of 23 December 1995, the Italian Council of Ministers introduced some important modifications on the rules governing access to pay TV broadcasting. According to the previous law, only two channels were allowed to broadcast in an encrypted fomat, namely Tele+1 and Tele+2, both partly owned by foreign investors (Kirch and Murdoch) and partly by Italian companies (Berluscon's Fininvest holds a 10% share). The Law of 30 May 1995 amends the terms of the decree of 29 March 1995 on "the reorganisation of areas of jurisdiction with regard to Tourism, Sport and Entertainment." On 20 March 1995 the Italian Government issued a Decree providing for equal and impartial treatment by the mass media of all politicians during election periods and at times of referendums. The Decree contains rules on electoral propaganda, electoral advertising, electoral information, polls and on the responsibility of journalists and programme directors. |
