According to section 121 paragraph 3 of the Hungarian Act I of 1996 on Radio and Television broadcasting: "A separate Act shall be created in respect of detailed rules of broadcast transfer." In accordance with this law, the Hungarian government decided to submit to parliament the Bill on Detailed Rules of Broadcast Transfer in the second part of this year. According to the legislative schedule of the Hungarian Parliament, the Bill will be adopted this year and the law will enter into force in the year 2000. On 30 June 1999 the Hungarian Constitutional Court (Court) provided landmark interpretations of certain provisions of Article 55 of the Act I of 1996 on Radio and Television Broadcasting (Media Act). On 1 September 1999, a new Act on Copyright entered into force in Hungary. The act No. LXXVI of 1999 replaces the former Copyright Act enacted in 1969. The adoption of the new act was preceded by a long preparatory process, which began in 1994. The purpose of the new act is to adapt the copyright law so as to give proper responses to the challenges emerging from the rapid technological development even seen on the long term. Norway: defamatory allegations, the publication of a secret document and article 10 of the European Convention for the Protection of Human Rights In 1992, the newspaper company Bladet Tromso and its editor, Pal Stensaas, were convicted by a Norway District Court for defamation. On 30 June 1997, the Hungarian National Television and Radio Commission (NRTC) awarded two national terrestrial licenses to MTM-SBS and CLT-Ufa's MAGYAR RTL (see IRIS 1998-4:4). The IRISZ TV proposal, submitted by the First Hungarian Commercial Television Stock Company, the enterprise behind IRISZ TV, lost bidders. On 4 July 1997, IRISZ TV filed a law suit against NRTC asking the Economic Department of the Metropolitan Court to annul the Commission's decision and to instruct the Commission to duly complete the selection process for the television concession proposals.
