On 5 May 1998 a Co-Production Agreement was signed between the United Kingdom and Italy. It entered into force on 2 May 2000, replacing a former Agreement concerning the co-production of films dated 30 September 1967 (see IRIS 1998-6:19). The Agreement applies to cinematographic works of any length or medium (fiction, animation, or documentary), made by one or more Italian producers together with one or more British producers. On 8 November 1994 a Co-Production Agreement has been signed between the United Kingdom and France. It entered into force on 7 February 1995, replacing a former one dated 21 September 1965. The Agreement applies to films made by one or more French (or resident in France) producers together with one or more British (or resident in the United Kingdom) producers. On 30 January 1975 a Co-Production Agreement has been signed between the United Kingdom and Germany. It entered into force on 24 April 1975. A new Agreement is being discussed (summer 2004). The Agreement applies to full length films with a running time of not less than 79 minutes, made by one or more German producers together with one or more British producers. Financial contribution of a co-producer must be at least 30%. The Office of Communications (Ofcom) has now issued the second phase of its review of public service broadcasting, as required by the Communications Act 2003 (for the first phase, see IRIS 2004-6: 12). Final conclusions will be issued after further consultation. According to the Review, the move into the digital age will destroy the current balance of institutions, funding and regulation which has up to now supported public service broadcasting. The Office of Communications (Ofcom) has completed consultation regarding the Code on electronic programme guides (EPGs) required by the Communications Act 2003, and has issued a final version. The Act requires that the Code gives appropriate prominence to public service channels, includes provision for people with disabilities affecting their sight and hearing (see IRIS 2004-8: 9), and it is also covered by the regulator's general duty to secure fair and effective competition (Sections 310, 316).
