According to the general provisions of Art.1, candidates have the right to equal air-time in the programmes of national broadcasting companies, with the same production, programming and broadcasting conditions. Should the candidates not use up all the time allocated to them for any single broadcast, then they cannot add the remaining time to another of their broadcasts. By Decision of 23 February 1995, the French media authority, the Conseil supérieur de l'audiovisuel (CSA) has inflicted a sanction upon the broadcaster Télé Toulouse (T.L.T.) for not respecting the advertising rules. In France, terrestrial broadcasters that broadcast their programmes unencrypted are not allowed to broadcast advertising messages stemming from advertisers that are active in the economic sector of distribution. On 13 January 1995, TF1 was fined FRF 4,980,000 by the Conseil d'Etat for not keeping to standards laid down for television sponsoring. The channel was accused of failing to include in the credit titles the name of the programme's sponsor, Tiercé Magazine : likewise, as the magazine was quoted by name during the main part of the programme, this in turn means the offence comes under Article 7 of the decree of 26 January 1987, which bans press advertising messages.
