In a decision of 6 November 1996, the French media authority CSA (Conseil supérieur de l'Audiovisuel), fined the public broadcaster France 2 for illegal advertising found in two different broadcasts of its show "N'oubliez pas votre brosse à dents" ("Don't forget your toothbrush"). At the beginning of October the French government television and radio monitoring body ( Conseil supérieur de l'audiovisuel - CSA) published its opinion on a Bill to amend the provisions of the Communication and Cinema Code concerning audio-visual communication. The Code itself is still a draft, having been tabled in 1993 and redrafted in October 1996. It is part of the programme to codify established law. On 31 July 1996, after negotiations lasting more than six months, Hervé Bourges on behalf of the Conseil Supérieur de l'Audiovisuel (CSA) signed agreements with Patrick Le Lay, Chairman of TF1, and Jean Drucker, Chairman of M6.
