The Czech Parliament has adopted an amendment to the Broadcasting Act, which is known to the public as the "digital radio amendment" and is designed to support radio digitisation. In fact, however, the amendment barely deals with the subject of digitisation and it remains largely unclear what radio digitisation will be like. The amendment relaxes media concentration rules in the radio sector and redefines the concept of national radio stations. Nationalist parties in the Czech Republic committed a number of infringements during the recent European Parliament election campaign. Candidates included members of the nationalist Workers' Party (Dělnická strana) and the National Party (Národní strana). Both parties submitted election spots to be transmitted on Czech Television and Czech Radio, the content of which provoked fierce reactions from the government, Czech Television and Czech Radio. The Supreme Administrative Court of the Czech Republic banned advertising of a dietary supplement in a ruling of 29 January 2009. The Czech Advertising Regulations Act prohibits advertising that claims that dietary supplements are able to cure or prevent human illnesses. Liability for advertising lies with the contractor. A number of Czech television channels have recently broadcast several unusual commercial inserts. Immediately before the commercial separator was shown, the logo of a sponsor appeared, identified as the sponsor of the commercial separator. The Broadcasting Council considered this to be a breach of the provisions of the Broadcasting Act on the separation of advertising and programme material. In a decision issued at the end of 2008, the Ústavní soud (Constitutional Court of the Czech Republic) ruled that measures taken by the Broadcasting Council to protect young people had not limited the freedom of speech in the media. In the past, the Broadcasting Council has frequently had to deal with the principles of youth protection on television (particularly "Big Brother"-type formats) and imposed fines on the broadcasters of such programmes.
