Liechtenstein and Slovenia ratified the European Convention on Transfrontier Television on 12 and 29 July 1999 respectively. The Convention came into effect on 1 November 1999 in both countries. Albania also signed the Convention on 2 July 1999. On ratification, Liechtenstein and Slovenia at the same time accepted the amending protocol to the Convention. Switzerland announced that it would apply the protocol on a temporary basis until it finally comes into effect (see IRIS 1999-4: 3 und IRIS 1999-9: 4). |

The Albanian People's Assembly passed this law on public and private radio and television on 30 September 1998. Although the international computer communication network Internet made its entry into Albania recently, so far the only subscribers are 6 official institutions. This is because the Albanian Government has barred access to Internet by private subscribers. Among the number of private candidates turned down, it is said that the Government is preventing their having access to Internet because their activities on it could not be controlled by the Government and there would therefore be a danger of computer crime. A mixed working party comprising members of the Albanian Parliament's Committee for Culture and Mass Media and audiovisual specialists have drawn up preliminary draft legislation on public and private radio and television. Invited by the Albanian Government, the Council of Europe sent a small group of experts to Tirana in November to discuss the draft. It is now expected that the revised version of the draft will shortly be submitted to the Parliament for discussion.
