The Parliament of the Republic of Albania has demanded an effective transformation of the Albanian State Radio-Television into a public service unit, granting it editorial independence through financial independence. In a letter addressed to the Albanian government in mid-December 2001, Parliament demanded the amendment of Law No 8435 dated 28 December 1998 "on the tax system in the Republic of Albania". The stoppage immediately followed the decision of the Albanian Republic Court of Appeal confirming the decision of the Court of First Instance (No. 2822 of 23 July 2001, see IRIS 2001-9: 6) according to which Media + A.E, proprietor of Shijak TV, is obliged to pay compensation to Media 6, A.E, proprietor of the national broadcasting station Klan, estimated at USD 200 000. Public and private Albanian television stations have been sentenced to fines by the National Council of the Radio and Televisions which monitored the role of the media during the general elections in July 2001. The broadcasting stations were accused by the Council of violating the Electoral Code.
