The second channel of the Swiss television company DRS (SF2) broadcast a large number of matches in the football World Cup held in France in special programme blocks. On 15 March 1999 the Federal Council ( Bundesrat ) issued new licences for private TV broadcasters in Switzerland. TV3 is to broadcast a full Swiss programme while the RTL/ProSieben programme window is to show Swiss programmes on two German channels. The Swiss Radio and Television Corporation (SRG) has been authorised and commissioned to establish and operate a new broadcasting network for digital radio (DAB- Digital Audio Broadcasting). The Federal Council ( Bundesrat ) approved the corresponding extension of the SRG's licence on 17 February 1999, thereby launching the start of the new broadcasting technology.
