On 22 January 2013, the Consiliul Naţional al Audiovizualului (National Council for Electronic Media - CNA), the audiovisual regulatory authority, has withdrawn with immediate effect the license of the commercial TV station OTV. The decision was taken because OTV has not paid the numerous fines issued by the CNA in the last years for repeated breaches of the audiovisual legislation (see IRIS 2002-9/21, IRIS 2011-10/36, IRIS 2012-3/30, and IRIS 2012-6/31). On 6 and 8 November 2012, the Consiliul Naţional al Audiovizualului (National Council for Electronic Media - CNA) imposed severe sanctions on four commercial Romanian television stations (PRO TV, Acasă TV, Kanal D and Antena 1) for violating the law on audiovisual services. Three stations (PRO TV, Kanal D, Antena 1) were obliged to interrupt their programmes and to broadcast for 10 minutes the text of the CNA’s sanctions. Five mobile communications and Internet providers for the Romanian market have been granted a total of 485 MHz frequencies blocks in the 800 MHz, 900 MHz, 1800 MHz and 2600 MHz bands, the radio frequencies suitable for broadband voice mobile communications and Internet. The new Legea Nr. 140 pentru aprobarea Ordonanţei de urgenţă a Guvernului nr. 111/2011 privind comunicaţiile electronice (Act no. 140/2012 on electronic communications) recently entered into force in Romania. The Act approves, with modifications and completions, the Government Emergency Decree no. 111/2011 with regard to electronic communications. The Act is set to transpose the EU legislation and to unify the diverse domestic regulations in the field.
