On 27 February 2009 the National Broadcasting Council (NBC) announced the opening the application procedure for the first Polish digital multiplex. On 18 March 2008, the Sejm , the lower chamber of the Parliament, adopted an Act amending the Broadcasting Act and some other Acts.
