The Grand Duchy of Luxembourg and the Republic of Austria signed an agreement on bilateral relations in the audiovisual sector in Vienna on 23 January 2006. Under the agreement, films that are co-produced by Luxembourgian and Austrian film makers will in future be treated in the same way as domestic films as long as one of the partners is responsible for at least 20% of the overall film costs. In IRIS 1996-5: 10 we published an overview of the State of Signatures and Ratifications of, inter alia, the European Convention on cinematographic co-production and the European Convention relating to questions on copyright law and neighbouring rights in the framework of transfrontier broadcasting by satellite. We can hereby report that Luxembourg ratfied the European Convention on cinematographic co-production on 21 June 1996 and that therefore, this Convention entered into force for Luxembourg on 1 October 1996. By letter of 20 June 1996, the Prime Minister of Luxembourg has replied to a letter from the Dutch Minister of Culture concerning the alleged violations by (Luxembourg-based) RTL4 and RTL5 of the "Television without Frontiers" Directive. In his letter of 19 December 1995, the Minister informed the Luxembourg Government that the Dutch Media Authority (Commissariaat voor de Media) had detected persistent violations in the form of surreptitious advertising and unclear or favourable mentioning of names of sponsors ( see IRIS 1995-10: 11). On 16 January, the Compagnie Luxembourgeoise de Télédiffusion (CLT) signed a framework agreement with the Luxembourg Government on the renewal of its broadcasting licence. Since 1930, CLT has held a licence for the exclusive use Luxembourg's terrestrial broadcasting frequencies. The last time the licence was renewed was in 1973. It has now been agreed that all aspects of the new licence should be negotiated before 31 March 1995, after which a licence will be granted valid until 2010.
