In its first meeting, on 26 and 27 January 1995, the Commitee of experts on media concentration and pluralism of the Council of Europe decided to establish a network of national correspondents. This Committee is made responsible for following and analysing the evolution of media concentrations at a pan-European level with a view to formulating, as appropriate, legal or policy action proposals should it transpire that the evolution of media concentrations presents negative effects for political and cultural pluralism in Europe (see: IRIS 1995-2: 10).

The idea is that the national correspondents collect the information that is relevant to the work of the Committee. For this purpose, two questionnaires have now been designed: one for the collection of information on the level and evolution of media concentrations in the 34 Member States of the Council of Europe and one for the collection of information on relevant national legislation in this area.
