On 4 March 2022, both chambers of the Russian parliament adopted and submitted, for the President’s signature, amendments to the criminal law. On 27 February 2022, the President of the European Commission, Ursula von der Leyen, released a statement outlining further measures to respond to the Russian invasion of Ukraine. Since the Russian Federation ratified the European Convention on Human Rights (ECHR) in 1998, the European Court of Human Rights (ECtHR) has found 116 violations by the Russian authorities of the right to freedom of expression and information as guaranteed by Article 10 ECHR.
